Publication rule
No speech is treated as policy unless adopted through the policy record.
Speeches may explain the mandate, data, risk boundary, or operational status. Binding decisions remain in Policy Decisions, Minutes, formal notices, or governance records.
- Governor statements: pending appointment/publication.
- Officer statements: permitted after publication approval.
- Reserve statements: qualified until proof quorum and external assurance clear.
