The GRU Capital-Capacity Ratio is the policy target expressed as eligible controlled capital and liquid assets divided by the Global Monetary Reference Aggregate.
Monetary policy
OMNL uses the GRU Official Monetary Policy as the public monetary-policy framework for GRU reserve attribution, capital-capacity, Avail, Offset, conversion, revaluation, and disclosure boundaries. See glossary.
Monetary-policy mandate
The primary monetary-policy objective is preservation of monetary stability and confidence in the value, integrity and operation of the monetary framework entrusted to OMNL. The public root currently publishes the qualitative objective, the GCCR and Avail methodology path, and the disclosure boundary for reserve-capacity reporting. It does not yet publish a numerical inflation target, exchange-rate target, GRU purchasing-power target or legally fixed reserve-coverage target. See glossary.
Until those targets are adopted and published with authority references, target fields remain explicitly unpublished rather than inferred.

Policy framework
The GRU Capital-Capacity Ratio is the policy target expressed as eligible controlled capital and liquid assets divided by the Global Monetary Reference Aggregate.
Avail is a hard, time-bounded coverage floor across six-second, one-day, seven-day, and thirty-day horizons.
M0 uses a separate fiat and institutional reserve overlay without replacing, consuming, or double-counting the M00 reserve foundation.
Layer conversion is atomic and supply-conserving. Locked units preserve reserve lineage but are excluded from circulating-supply calculations.
The six-second interval is a calculation target. Stale or unavailable source data must use the approved source hierarchy, contingency, and suspension procedures.
Public figures must identify whether they are policy targets, management assertions, independently verified ratios, or audited financial metrics.
