Institutional identity

OMNL is a central monetary and financial institution.

Organisation Mondiale du Numérique L.P.B.C. is presented as the Central Bank of the Order of Malta. Its public mandate is to safeguard monetary and financial stability within the institutional framework entrusted to it, preserve confidence in its monetary system, and maintain resilient financial infrastructure.

DBIS provides the controlled institutional and technological infrastructure through which authorised monetary, reserve, treasury, payment, settlement, reporting and related central banking functions are administered. See glossary.

OMNL establishes: authority, policy, governance, accountability and institutional decisions.
DBIS implements: authorised instructions, controls, records, reconciliation and reporting.
Public record: published pages qualify data, proof status, reserve disclosures and assurance boundaries.

OMNL is

The central monetary and financial institution of the Order of Malta, with a mandate covering monetary stability, financial stability, reserve and treasury stewardship, payment and settlement infrastructure, statistics, disclosure, financial integrity and operational resilience.

OMNL is not

Not an ordinary commercial bank, charitable operating program, private commercial venture, deposit insurer, universal securities regulator or supervisor of unaffiliated firms unless a separate governing record states that status.

DBIS is

The controlled infrastructure supporting authorised OMNL functions including monetary ledgers, reserve attribution, treasury operations, institutional accounts, payments, settlement, reporting, controls, audit trails and secure connectivity.

DBIS is not

DBIS does not independently establish monetary policy, create legal authority, override OMNL governance or substitute for institutional decision-making.
