This page separates OMNL's declared operating context and jurisdictional scope from authority or recognition that has not been published on the public root. See glossary.
Authority rule
No jurisdiction is inferred from website operation alone.
Jurisdictional authority must be traceable to a constitutive instrument, governing instrument, contract, applicable law or recognised institutional arrangement. Where no public instrument is linked, the status is marked pending rather than asserted.

Interpretation
Jurisdiction is intentionally narrower than the mandate.
The site now distinguishes between public publication, declared mandate, and actually published jurisdictional authority. Where the audit asks for governing law, forum, conflict rules, or review mechanisms, the correct public answer remains "not yet published" until a source instrument is added.
- Do not infer jurisdiction from the site itself.
- Do not treat registry references as forum clauses.
- Do not treat mandate language as article-level legal authority.
