This register records approved public decisions for OMNL policy disclosure, governance controls, methodology publication, generated data and evidence boundaries. It does not imply a numeric MPC vote until the voting roster and quorum rule are published.

Voting boundary
No implied MPC vote count
The policy body exists as a governance framework, but a Governor/Chair, complete voting roster and quorum rule remain pending publication. Decisions therefore identify their public action and rationale without claiming a split vote or committee majority unless a later record publishes the voting authority.
