Assets are eligible only when OMNL has authority to recognise them, sufficient control or custody evidence, current valuation, legal usability and publication-grade provenance.

Exclusion rule
Encumbered, stale-priced, unaudited, legally restricted, unsupported or unverified assets are excluded or reduced before recognition.
Publication rule
A positive methodology value is not a live reserve-capacity claim unless the reserve API, proof quorum and public assurance status support that result.
Open items
Numerical haircuts, GMRA construction, source hierarchy, valuation timestamps and auditor/custodian evidence remain publication dependencies.
