Persons exercising OMNL authority must act in the interests of the institution, its mandate, and accountable public stewardship.

Actual, potential and perceived conflicts must be disclosed, recorded, managed and escalated. Conflicted decision-makers must recuse where required.
Financial interests, related-party matters, outside appointments and material private interests must be declared under the conflicts process.
Gifts, hospitality or benefits that could influence, appear to influence or reward official action are prohibited unless approved under a documented exception.
Outside roles and political activities must not impair independence, confidentiality, availability, judgement or public confidence.
Former officials remain bound by confidentiality, privileged-information and conflict restrictions after service.
Confidential monetary, reserve, counterparty, policy, market or DBIS information must not be used for personal or third-party benefit.
Breaches may trigger recusal, access removal, investigation, disciplinary process, board reporting, legal escalation and publication correction.
