DBIS is controlled infrastructure for authorised OMNL functions. It does not create legal authority or monetary policy by itself.

Boundary rule

Execution is separate from authority.

DBIS may support ledgers, reserve records, treasury operations, payments, settlement, reporting, cybersecurity, audit records and reconciliation only under authorised OMNL instructions.

Allowed: execution, control, reconciliation, reporting, evidence capture.
Not allowed: independent legal authority, independent monetary-policy claims, unsupported settlement claims.
Evidence: status, statistics, checksum, audit and risk pages carry public outputs.
