This is OMNL's current public annual-report package. It is broader than a checklist, but it remains unaudited and is not a substitute for audited financial statements or an auditor opinion.

Institutional framework published; audited financial substance remains outstanding.
During 2026 OMNL published its legal framework, mandate, governance organs, data surfaces, public records, reserve and balance-sheet boundaries, policy framework, financial-stability framework, payments/FMI boundary, and machine-readable manifests. The decisive remaining blockers are external audit, independent reserve assurance, Governor/Chair appointment, complete MPC roster and voting rules, quantitative target adoption and live operational evidence.

Governance
Board/officer roles, committee remits, delegation register, ethics, compliance, legal oversight, audit/risk and reserve/treasury oversight are published with explicit pending fields.
Monetary policy
The GRU Public Monetary Policy defines qualitative monetary-stability objectives, GCCR/Avail methodology path, reserve attribution, disclosure controls and pending numerical targets.
Statistics
Statistics, policy decisions, minutes and revision logs are published in HTML, JSON and CSV where applicable, with checksums and site-manifest traceability.
Reserves and balance sheet
Reserve capacity, M00, M1, coverage, proof quorum and XAU policy-equivalent fields are published with live/remediation provenance and unaudited status.
Financial stability and payments
Financial-stability indicators and payments/FMI controls are now structured, while full FSR, PFMI self-assessment, participant register and finality opinion remain pending.
